International Committee of the Red Cross Accompanies Militant Group in Recovery for Remains of Israeli Hostages in Gaza Strip

A Red Cross official confirmed that its personnel joined members of Hamas into areas of Gaza still under Israeli military control to facilitate the search for the remains of individuals held captive.

Truce Agreements and Hostage Remains Return

As part of the truce negotiated by the United States, which began on October 10, Hamas is required to hand over the bodies of all Israeli hostages as soon as possible. As a reciprocal measure, Israel has agreed to transfer the remains of 15 Palestinians for every Israeli body returned.

The organization has to date returned the bodies of 15 of those held captive but zero in the past five days, as a portion of those bodies are believed to be in areas beyond the yellow line marking the temporary truce line.

Red Cross Involvement as Neutral Intermediary

“Upon the appeal of the parties, the Red Cross accompanied a participant in the hostilities as the group searched for the bodies of the deceased past the IDF-designated ‘yellow boundary’,” said a spokesperson for the committee.

The spokesperson added: “Those involved to the hostilities determined the procedures of the operation and entrusted the Red Cross to serve as a neutral intermediary. We was had no part in those negotiations.”

She further explained: “The ICRC was not involved in the physical hunt for the deceased nor does it take part in the physical recovery of human remains.”

According to global legal norms, it is the responsibility of the parties engaged in a hostilities to search for, collect, and recover the bodies of the deceased.

US Ultimatum and Local Search Efforts

Recently, the US president issued a two-day ultimatum to the militant group. “They is going to have to begin handing over the bodies of the deceased hostages, which include two Americans, promptly, or the other countries participating in this great peace will take action,” he wrote on his social‑media platform.

When the two-day window approached, the group, accompanied by the ICRC, teamed up with Egyptian teams, who were authorised by Israeli authorities to search for bodies past the boundary indicating the withdrawal of troops inside the territory. An official representative said the Egyptian team would use heavy machinery and vehicles in the search.

Official Confirmation and Press Coverage

This development was supported by an unnamed Israeli official, who told local press that members of the group had been permitted to enter areas of the region under military authority to look for the remains of captives, alongside Egypt’s and ICRC teams.

“For this purpose, Hamas members were allowed to cross the yellow line,” the source was cited as saying.

Video published by a media outlet seemed to show members of a Hamas unit – part of the organization’s military wing tasked with holding captives – accompanying a Red Cross vehicle in a coastal area near a southern city, which is beyond IDF jurisdiction.

Challenges in Locating Captive Bodies

The search for the bodies of Israeli hostages has turned into one of the most sensitive issues in the ceasefire reached between the two sides. However, the effort to locate the bodies has proved difficult from the outset, given the presence of an estimated 60m tonnes of rubble across the territory, where, according to local health authorities, at least 10,000 residents are listed as missing, trapped under the rubble.

Conflicting Claims on Body Location

Hamas has claimed it lacks information on the exact whereabouts of all the remains, saying it has lost contact with several of its units that had been holding the hostages and were allegedly eliminated during Israeli bombardments.

However, an official representative asserted that the organization knew the locations of the bodies. “Should the group exerted greater effort, they would be able to retrieve the remains of our captives,” the official said.

US Stance and Weapons Surrender Discussions

While the American leader has acknowledged that a portion of the bodies are hard to reach, he said that “others they can return immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the disarming of Hamas,” he added.

Washington has said it has received guarantees from Hamas that the faction will disarm, though no specific schedule has been established. The militant organisation remains reluctant to surrender its weapons without solid guarantees about the future of its fighters.
