The US Seizure of Maduro: How Trump Has Transformed the World's Superpower into a Rogue State

Against the backdrop of the immense confusion following the United States attacks on Venezuela, the seizure of leader Nicolás Maduro, and statements from Trump that the US will “run” the country and “seize control of the oil”, one thing is clear – these actions create a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States possesses a dark record of meddling, military incursions, and control in Latin America, but the recent overnight operation marked its initial significant armed assault on the soil of a South American nation. “American dominance in the western hemisphere will never be questioned again,” Trump proclaimed.

The move to assault another sovereign country and seize its president – only a few days after he publicly sought an off-ramp – carries even broader implications. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, commonly thought to have stolen the last election. They now face a future of deep insecurity. Mr Trump has indicated that the vice president, Delcy Rodríguez would comply with American demands, and rejected rightwing opposition leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other factions of the headless administration are considerably more radical.

The Superpower as Rogue State

A man who came to office vowing to end foreign wars now says he is “willing to put soldiers into combat”. Rebranding the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a guardian of order; he is converting it into a lawless actor.

He believes that the US’s might allows it to do as it wishes with scant penalty: observe the attacks in Nigeria and against Iranian nuclear sites. He promises that control of Venezuela's petroleum means this latest episode “will be financially free”.

An Attack Without Legal Justification

George W. Bush invaded Iraq on a lie. But this unlawful assault came lacking any form of UN approval or congressional approval; key legislators received no advance notice and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Disregard the implication this carries to Vladimir Putin, Xi Jinping and others, and consider the destination for America itself. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s growing sense of invincibility will surely embolden further adventurism.

Flimsy Justifications and Underlying Drivers

Few believe the justification that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is motivated by the promise of energy wealth as well as personal bravado, the ideology of some in his administration, and the desire for glory as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The international response, especially in Europe, has – with a few principled deviations – been alarmingly quiet. That’s not a result of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was welcome, but this episode underscores the waning power of international bodies.

Mr Trump’s isolationist supporters at home could yet press him to redirect his gaze inward – but soaring healthcare premiums, public anxiety over the economy and ongoing controversies increase his appetite for distraction.

Barely 12 months into his time in office. World leaders may live to repent if they remain quiet at this juncture, with the question of which nation is next looming.
