Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Questions of land and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
